In response to the funding uncertainty, WTO leadership is introducing cost-saving measures. According to sources, staff have been informed of steps such as not replacing retiring employees and limiting short-term contracts. However, the organization stated it currently has no plans for fixed or regular staff reductions.

Director-General Calls for Fiscal Prudence

WTO Director-General Ngozi Okonjo-Iweala addressed staff in a recent town hall meeting, emphasizing the need for financial caution in light of the current funding situation. A newly established “Staffing Resource Needs Committee” will be tasked with reviewing staff vacancies and associated expenditures.

Criticism from the U.S. Over Budget Use

The funding freeze follows renewed criticism from the United States regarding WTO spending. A U.S. delegation document raised concerns that the WTO Secretariat is shifting away from its member-driven structure and engaging in activities that may not reflect the priorities or financial interests of its members.

WTO Budget and Governance Challenges

The WTO operates with an annual budget of 205 million Swiss francs (approximately $240 million), which is smaller than many other international institutions. Any changes to the WTO’s budget require consensus among all 166 member states, meaning a single country could block the budget for the upcoming year.

Ongoing U.S. Scrutiny of International Institutions

This development comes amid ongoing U.S. scrutiny of multilateral organizations. The WTO had previously faced challenges under former U.S. President Donald Trump, including the paralysis of its top dispute settlement court. The current situation adds further uncertainty to the organization’s future operations.
