The United States has expanded its visa restriction policy to target Cuban officials linked to a labor program that sends Cuban workers overseas, particularly healthcare workers. The move, announced by the U.S. State Department on Tuesday, aims to address concerns about labor exploitation.
Cuba’s health service generates significant export earnings by sending doctors and health workers around the world.
New Restrictions and Justifications
The expanded restrictions apply to individuals and their immediate family members believed to be responsible for the program, which U.S. officials have described as “forced labor.” Previous sanctions have been imposed on several individuals, including some Venezuelan officials.
Cuba Rejects U.S. Accusations
Cuba’s Foreign Minister, Bruno Rodríguez, condemned the restrictions, calling them unjustified.
“Suspension of visas associated with Cuba’s international medical cooperation agreements represents the seventh measure of unjustified aggression against our population in a month,” Rodríguez said on social media.
Cuba has consistently denied allegations of forced labor, stating that its medical missions are acts of solidarity.
A History of Medical Missions
Since the 1959 revolution, Cuba has deployed healthcare workers to disaster zones and disease outbreaks worldwide. In recent years, Cuban doctors have assisted in crises such as the cholera outbreak in Haiti and the Ebola epidemic in West Africa.
However, in addition to humanitarian aid, Cuba has also sent doctors on paid assignments to generate revenue. These medical missions have become a critical source of hard currency for the country amid a prolonged economic crisis.
Ongoing U.S.-Cuba Tensions
The United States and Cuba have had a strained relationship since the Cuban Revolution in 1959. A U.S. trade embargo has been in place for decades, and diplomatic relations have fluctuated over time.
The latest visa restrictions mark another escalation in U.S. policy toward Cuba, reinforcing Washington’s stance against the Cuban government’s labor practices.
